Government Schemes : Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA)





Pradhan Mantri Gramin Digital Saksharta Abhiyan is the project launched under "Skill India" scheme. The announcement made by our finance Minister Mr. Arun Jaitley in the Union Budget 2016-2017 on 1st Feb 2017. Then on 8. Feb 2017 the Union cabinet chaired by our honorable Prime Minister Mr. Narendra Modi has approved Pradhan Mantri Digital Saksharta Abhiyan (PMGDISHA). The budget which has been taken for this project is Rs 2,351.38 crore to use it for digital literacy in rural India till March 2019. This project is excepted to be one of the biggest project of the world in order to make 6 crore Indian houses digitally literate..

Digital Literacy- means the person would be able to operate digital devices like computer, tablets, smart phones, a person will be able to do send and receive e-mails, brows internet, obtained Government services, explore information, do online transactions and use Information Technology in order to participate in the growth of nation actively.

Target- The overall target is to trained 6 crore students till FY(Financial Year)2019 but 25 lakh candidates are going to trained in the year2016-2017, 275 lakh candidates are going to trained in year 2017-2018 and 300 candidates are going to be trained in the year 2018-2019.

Prior steps by the government- In order to reach the goal of teaching 6 crore students till 2019 the government has accepted 250,000 Gram Panchayats to register at least 200-300 candidates.

Purpose of the PMGDISHA(Pradhan Mantri Gramin Digital Saksharta Abhiyan): India has the largest number of youth in the world in order to provide technical and digital training to these youths specially the youths from the backward or rural area this project is launched.

To help the rural and the backward household by making them digitally literate by providing them quality training in both ways theoretical and practical in order to have economical, social and cultural advantages for them.

When these rural household get digital training it will helpful for them in order to get better opportunities for being employed by companies in India and abroad and at the same time it will also remove the social gap between the rural and the urban area.

How PMGDISHA (Pradham Mantri Gramin Digital Saksharta Abhiayan) works?
PMGDISHA(Pradhan Mantri Gramin Digital Saksharta Abhiyan) has the web of helping hands who work together to provide authorize underprivileged section of the society, to spread digital empowerment among rural communities and Panchayat constituencies, to educate at least one person from each household.

Training under PMGDISHA (Pradhan Mantri Gramin Digital Saksharta Abhiyan)- The training under PMGDISHA(Pradhan Mantri Gramin Digital Saksharta Abhiyan)has divided into two parts level1 and level 2. In level 1- the necessary training and skill is going to provided regarding using digital devices like smart phones and tablets, candidates are going to trained to send and receive email and use internet for all the work and time and duration will be 20 hours with in 10-30 days. Eligibility requires for this course is candidate must be illiterate or non-IT literate+ 7th passed and for the second level the necessary training and skill is going to provide for access services by e-Governance and other sites and time and duration of the course will be 40 hours with in 20-60 days and only eligibility requires for this course is candidate must be non-IT literate + 8th passed.

Requirements for candidates- For the Anganwadi, ASHA workers and Rashion card dealers they must have their I card and Adhar card. For the reserved categories people they need caste certificate and Adhar card and for the people who are below the poverty line must need to have BPL card and Adhar Card.


Implementation Process
 The scheme will be implemented by CSC e-Governance Services India Limited, a Special Purpose Vehicle (SPV) incorporated under the Companies Act 1956, (herein after referred to as “CSC-SPV”), under the overall supervision of Ministry of Electronics & Information Technology, with active collaboration of all the State Governments and UT Administrations. NGOs, Industry, Government authorized centres, Common Services Centres (CSCs) and authorized educational institutions with appropriate infrastructure will be utilised to train and empower 6 Crore citizens on Digital literacy in Gram Panchayat and Districts of each State/ UT. The training will be held at various training locations including CSCs, Adult Literacy Centres, NIELIT Centres, RSETI, NGOs involved in IT Literacy, etc.


Monitoring of the Scheme 
District level Committee 
District e-Governance Society under the Chairmanship of District Magistrate/ Collector with concerned Department.

At State Government level 
Apex Committee headed by the Principal Secretary (IT) with representative of Department of Education, Panchayati Raj , Social Welfare and Women & Child Development. 

At Central Government Level
 MeitY would provide suitable policy support and would monitor the progress of the scheme at the Central level. Periodic concurrent evaluation of the Scheme implementation would be done through a third party by the Implementing Agency.
